Family values and vigilant officials are key in keeping safety of citizens.

On December 14th, 2012 all families in the US felt identified with the tragedy that happened at Sandy Hook Elementary School in Newtown, CT. a prosperous and peaceful city, where no one ever imagined that 26 people, 20 first-graders among them, would be killed by a disturbed young man that had access to his own mother’s weapons. It was the second deadliest mass murder in the history of the US, after Virginia Tech in 2007.
More than 1360 miles away, the City of Doral residents were also shocked by the event and it caused distress among them. Being Doral a city with a vast immigrant population, many of them unaware of the procedures authorities have in place to defend them in case of tragic situations like the one that occurred in CT, residents started questioning about existing measures and procedures that guarantee monitoring and safety in Doral schools, and after that began pondering how influential are the surroundings and activities to increase the possibility of a child to develop that kind of behavior. Moreover, parents began to wonder how to detect problems on their children and to prevent them being involved in such extreme situations.
The main concern is not finding one responsible party to sit down waiting until the problem is solved. Preventing tragedies like the one that happened at Sandy Hook has many aspects to consider, where community involvement has a key influence on raising safe, tolerant, socially responsible, respectful and resilient children.
How safe are Doral Schools?
Schools have always been considered the safest place for a child after his own home. Unfortunately this was not true for Sandy Hook children.

Miami-Dade Public Schools System has safety as #1 priority: “First and foremost the safety and welfare of the students, teachers, staff members and of course parents and visitors to any school site are priority on our district. Our regional office is critically engaged with the schools to develop a plan that covers all necessary pieces to ensure the safety of all present at a school site at the highest levels of proficiency” explained Dr. Albert Payne Jr., Central Region Superintendent, who also stressed that “the relationship between the City of Doral, the school district and the schools in the area is very good. There is a buddy system, and the City Police Officers are permanently around the schools, especially the high school, and the elementary and middle schools. The City has been a great partner in that regard.”
There is no plan of having armed security guards in school grounds in the near future, however all high schools have a School Police officer assigned and available to attend requests from elementary and middle schools if needed. Dr. Payne considers Doral Schools: “an oasis and Doral is a very good community“.
Interim Chief of Police for Doral, Mike Perez informed that the Department has “2 officers at Doral Charter Elementary every morning during drop off and in the afternoon at release. There is also 1 officer at each one of the other 7 schools in the morning and the afternoon. Additionally, our School Resource officers continuously visit the schools and interact with the staff throughout the day. They also respond to calls for service at all Doral Schools as Miami Dade Schools Police may take an extended period of time to respond”. Perez also explained that Doral Police officers are trained to response to active shooter incidents such as the one in CT.
Is Doral a Safe City?
Mayor Luigi Boria does think so: “Our motto is ‘Zero Fear and Zero Tolerance’ to any offenses, especially those related to drugs.”

Boria also comments that the City “has safety measures in place and there are several controls, but they are only temporary solutions. We have to implement measures that encourage prevention. There is always space for improvement and we have many suggestions”. One of his suggestions is to install high-tech metal detectors in all schools, attached to an integrated surveillance system that would allow rapid responses in case of threatening situations”. Although he understands such monitoring system have a high cost associated that public schools cannot currently afford, Mayor Boria considers it should be a matter of “making a decision on an investment to ensure the safety of our children”.
“Education is the solution to any fears a citizen may have regarding his safety. It is my duty to ensure citizens feel safe in their city, that they have peace of mind of their surroundings. In first place, we have to create programs to ensure population that authorities are doing their best to guarantee their safety and secondly we also have to make them aware that safety is part of their responsibilities as citizens; that they have to be vigilant of any irregular situation and report it right away to the authorities.
In the City of Doral the tool for citizens to interact with the authorities is the 311 service, available through a very convenient application on the web and also for mobile phones, where citizens can report to the police or any other department within the City of any problem, situation, event or concern. This application has been available for quite a while, but not many residents of Doral use it.
Also under development there are several Public Service Announcements, with safety measures on prevention and citizenship awareness, which will be aired through the city TV channel and also the website. Those PSAs are intended to educate citizens on using their common sense and avoiding for example putting themselves in risk of being victims of robberies or other offenses by leaving their homes without locking doors or leaving valuables on sight inside their cars in public places. People have to consider that there are many visitors in Doral daily and police needs the help of all citizens to avoid making it easier to thieves to commit their crimes within the city.
Mayor Boria is planning to have open house sessions for all citizens to share with him their ideas, comments or concerns in person. It will take place every third Saturday of the month, starting in February. Dates, times procedure and locations will be announced timely through all media.
“As a mayor, it is my duty to keep all the residents safe and secure, regardless of who is assigned as responsible. For instance, even though School’s administration belongs to the School Board, we as a City are responsible of supporting and working as a team with them. Working together we can protect our community. Excellence does not have boundaries. If you want to make a difference you have to work with excellence and that is the example I want to share with all members of the Doral community”.
The root of all problems
With regard to preventing young people to get involved in tragedies like Newtown, Luigi Boria stated that “we have to attack the root of the problem which resides on all dysfunctions the family unit is suffering nowadays. There is also misinformation and lack of unity, faith and core values”.
Juan Ricardo Diaz
Juan Ricardo Diaz, family therapist and speaker on parent training sessions held in several schools of Doral has the same opinion as the mayor: “to grow up to be a happy and successful adult, and I am not only referring to economic but complete success, children need a home with harmony, respect, love and I would even add spirituality.”.
Diaz believes that the influence of the family environment is essential to prevent an imbalance that can trigger on a person with a psychological tendency the impulse to commit extreme acts of violence as those seen in Columbine, Virginia Tech or Newtown. Attackers like those are more likely to be “introverted, task-oriented individuals that received some kind of abuse or mistreatment and usually in their families they have been influenced by individuals in direct contact with them that had some pathology. I believe in the strong influence of parents in education of our children and its consequences. Intense environments are more likely to influence a bad rather that a good outcome in children. Good parenting requires a process of continuous and positive support and love”.
“By educating children in a safe environment, giving them all the tools they need and especially supporting them to solidify a good self-esteem, the level of incidence of problems in society is going to be reduced. And eventually we will be building a better society, calmer, more peaceful and more harmonious” concluded Diaz.
Local and Federal Safety measures
On January 16, President Obama signed an executive list of 23 measures aimed at controlling weapons, with the idea of creating regulations to prevent military weapons falling in wrong hands and to avoid that people who don’t pass a background check or might present mental instability get access to any kind of weapons that may put others at risk. It is a highly controversial issue because of its direct relationship with the 2nd Amendment that guarantees the right to bear arms.
In a very moving speech, Obama said that “with freedom come responsibilities and we live in a society where we are responsible for each other.” He called for the support of Americans to ask their representatives to approve of the measures as “it would not happen unless American people speak for change to come”.
Obama defined these as “common sense measures”. It remains to be seen them how they are considered and if they are going to be passed by the Congress. That result would become landmark legislation in today’s U.S. history.
At the time of closing this edition, the Miami-Dade County School Board has planned a meeting on Thursday January 17 with all police departments of the county, to discuss strategies to improve safety and response procedures for critical situations in public schools.
The tragedy that occurred in Newtown has had such an influence in all areas of society that it has even shaken aspects that are fundamental for the institutions of this country. The lives lost that day in Connecticut have not been lost in vain if collective consciousness is ignited, making citizens take responsibility on the importance of civic participation and prompting effective actions to make citizens always feel safe in their communities.
Valores familiares y medidas oficiales son los elementos claves para mantener la seguridad ciudadana

El 14 de diciembre de 2012 todas las familias de Estados Unidos se sintieron identificadas con la tragedia sucedida en la escuela primaria Sandy Hook en Newtown, CT. Una ciudad próspera y tranquila, donde nunca nadie se imaginó que 26 personas, entre ellas 20 niños de primer grado, pudieran fallecer a manos de un joven con problemas emocionales que tuvo acceso a las armas propiedad de su madre. Fue el segundo asesinato en masa más grande, cometido en la historia de los EEUU, después del de Virginia Tech en 2007.
El impacto y la preocupación por prevenir situaciones como esta se reflejó en Doral, a casi 1360 millas de distancia. Siendo Doral una ciudad de inmigrantes en su mayoría, muchos de ellos desconocen los procedimientos y medidas que las autoridades tienen planificadas para acometer circunstancias trágicas como estas. Los ciudadanos comenzaron a preguntarse: ¿Cuáles son esas medidas, locales y federales, que protegen su seguridad e integridad?; ¿Cuáles son los procedimientos que garantizan el monitoreo y seguridad de los niños dentro de las escuelas de la ciudad?; ¿Cuáles son las influencias externas que pudieran acrecentar la tendencia a cometer delitos como estos? y, más aun, la pregunta más importante que surge ante esta situación es ¿pueden los padres detectar y prevenir a tiempo problemas emocionales y conductas extremas en sus hijos?
La cuestión no es buscar un solo responsable y sentarse a observar como soluciona el problema. La prevención de tragedias como estas tiene varias aristas que deben considerarse para, con la participación de la comunidad entera, criar los hijos con seguridad, tolerancia, responsabilidad, civismo, respeto mutuo y capacidad de recuperarse ante circunstancias adversas.
¿Son seguras las escuelas en Doral?
Siempre se ha considerado que el sitio más seguro para un niño después de su hogar es su escuela. Lamentablemente para los niños de Sandy Hook no fue así.
Para el sistema escolar público de Miami-Dade y en particular en Doral “la seguridad y bienestar de los estudiantes, maestros, administradores y empleados, al igual que los padres y visitantes, es prioridad #1” tal y como explicó el Superintendente de Región para Doral, Dr. Albert Payne Jr., quien adicionalmente recalcó que todas las escuelas de la ciudad cuentan con un plan de contingencia documentado para casos de emergencia, al igual que existe un convenio de estrecha colaboración entre la Policía del Sistema Escolar (administrada por el Condado) y el Departamento de Policía de la Ciudad de Doral, para garantizar la protección de todos aquellos que se encuentran dentro de los recintos escolares: “La Ciudad ha sido siempre un gran aliado en la protección de nuestras escuelas públicas”.
Aun cuando no existe el plan de tener personal de seguridad armado en las escuelas, hay oficiales de la Policía Escolar asignados a las secundarias y que están disponibles para apoyar en las escuelas elementales si fuese necesario. Para Dr. Payne, las escuelas de Doral son muy seguras y las considera “un oasis, pues Doral es una muy buena comunidad y existe una estrecha colaboración entre las autoridades municipales y el distrito escolar para garantizar la seguridad de todos”.
El Jefe Interino del Cuerpo de Policía de Doral Mike Pérez, informó que hay presencia de oficiales en todas las escuelas de la Ciudad: “2 en Doral Academy Charter en la mañana y en la tarde y 1 en cada una de las otras 7 escuelas. Adicionalmente, los oficiales de Recursos Escolares visitan constantemente las escuelas y responden a requerimientos, para apoyar a la Policía Escolar que toma más tiempo en llegar. Los oficiales están entrenados para manejar situaciones similares al incidente que sucedió en CT.”
¿Es segura la Ciudad de Doral?

El alcalde Luigi Boria piensa que si: “Cero miedos y Cero tolerancia a delitos como por ejemplo la droga”.
Comenta también Boria que “nosotros hemos creado controles, pero son pañitos calientes. Tenemos que implantar medidas de infraestructura que permitan prevenir. Siempre hay espacio para mejorar y tenemos muchas sugerencias”. Una de esas sugerencias es su propuesta de considerar la instalación de detectores de metales de alta tecnología en las escuelas, con monitoreo integrado que permita dar respuesta rápida a situaciones de amenazas. Comprende que un esquema de monitoreo de seguridad de este tipo tiene un alto costo asociado, que las escuelas actualmente no poseen, pero opina que “es cuestión de decidir entre hacer las inversiones y la seguridad de los niños”.
Para que el ciudadano no tenga temor de que situaciones extremas puedan suceder en la ciudad, la principal medida preventiva es la educación: “Creando programas que le den a la gente la seguridad de que las autoridades están haciendo todo lo que está en sus manos para garantizarles tranquilidad y un entorno seguro, esa es mi obligación .Y en segundo lugar enseñarles que es parte de su responsabilidad ciudadana estar alerta ante cualquier situación irregular que les cause inquietud sobre su seguridad y sobre la seguridad de la comunidad entera”.
La herramienta para apoyar al ciudadano en su rol activo de monitor de la seguridad de la comunidad es el servicio del 311, en aplicación web y móvil, con la cual los ciudadanos pueden reportar directamente, de manera automatizada, a la Policía o cualquier otro departamento de la ciudad cualquier eventualidad, situación, desperfecto o preocupación. La aplicación existe hace tiempo ya, pero muy pocos ciudadanos la utilizan.
Están también en desarrollo micros informativos con medidas de prevención y seguridad ciudadana a ser transmitidos en el canal de televisión de la Alcaldía y en la página Web, pues se ha encontrado que muchos delitos menores que se cometen en la ciudad suceden por descuido de los ciudadanos, tales como dejar puertas sin seguros, dejar objetos valiosos a la vista en los autos, etc. En Doral transitan a diario muchas personas, también se reciben muchos visitantes y la policía necesita la colaboración de los ciudadanos con su sentido común para prevenir delitos.
Para recibir las ideas y sugerencias de los ciudadanos, el Alcalde planea, a partir del tercer sábado de Febrero, tener sesiones mensuales de puertas abiertas para que quienes deseen plantearle sus ideas y comentarios puedan hacerlo personalmente. Próximamente se informará cual será el procedimiento y horarios para esta iniciativa de comunicación directa del Alcalde Boria con la comunidad.
“Como alcalde es mi obligación salvaguardar la seguridad de todos los residentes de la ciudad, independientemente que las escuelas estén regidas por la Junta Escolar que cuenta con sus propios recursos. Lo importante es trabajar juntos y que haya la disposición, sin separación de esto corresponde a la Junta y esto a la Ciudad. Trabajar juntos para proteger nuestra comunidad. La excelencia no tiene título. Si quieres hacer la diferencia tienes que trabajar en excelencia. Eso es lo que yo quiero transmitir no solamente a quienes trabajan en la Ciudad sino a toda la comunidad.”
La raíz de los problemas
Con respecto a tragedias como la de Newtown, Luigi Boria expresa que “tenemos que atacar el problema de raíz, que se encuentra en las disfuncionalidades de las familias, las desuniones, la desinformación y la falta de fe y valores. “
Igual opinión expresa el terapeuta de familia Juan Ricardo Díaz, quien constantemente proporciona sesiones de adiestramiento para padres en las escuelas de Doral. “Para que salga una persona de bien y exitosa, necesita un hogar de armonía, respeto, amor y yo agregaría inclusive espiritualidad. Hablando de éxito como un todo, no solo la parte económica, como un éxito completo”
Opina Díaz que la influencia del entorno familiar es fundamental para evitar que un desbalance pueda llevar a una persona que tenga tendencia psicológica a conductas extremas a realizar actos de violencia como los ataques que se han visto en Columbine, Virginia Tech o Newtown. Los atacantes en estos casos eran “Personas más orientadas hacia las tareas e introvertidas, y si les agregas situaciones de abuso, de maltrato y sobre todo en la parte psicológica, emocional, generalmente si estudias las familias, ves que en el cuadro familiar algún elemento en contacto directo con esos muchachos, ya presentaba alguna patología. Yo creo en la fuerte incidencia de los padres en la formación de nuestros hijos y en las consecuencias. Para que salga algo malo tiene que haber un entorno intenso con influencias negativas y para que haya algo bueno necesita un proceso de crianza continuo muy positivo de mucho soporte y mucho amor.”
“Si tu educas bien a tus hijos, les das todas las herramientas que necesitan y sobre todo los ayudas a solidificar una buena autoestima, el nivel de incidencia que tiene la sociedad va a ser bastante bajo. Y eventualmente estaremos construyendo una mejor sociedad, más tranquila, más en paz y con más armonía”
Medidas locales y federales
El día 16 de Enero el Presidente Obama firmó una lista de 23 medidas ejecutivas orientadas al control de armas, con el objetivo de crear normativas para evitar que armas de guerra se encuentren en manos inadecuadas y que personas no calificadas o en sus cabales tengan acceso a armas, asunto sumamente polémico por su relación con la 2da. Enmienda que consagra el derecho al porte de armas.
En una alocución muy enfática, Obama expresó que “con la libertad vienen las responsabilidades y vivimos en una sociedad donde todos somos responsables de todos”. Y pidió el apoyo de los estadounidenses para solicitar a sus congresistas la aprobación de las medidas pues “solo pasaran si los Americanos piden que los cambios ocurran”.
Obama califica las medidas que sugiere como “medidas de sentido común”. Queda pendiente ver como las califica el Congreso y el resultado que tendrán las discusiones, el cual puede representar un hito legislativo en la historia de los EEUU.
A la fecha de cierre de este reportaje, la Junta Escolar del Condado Miami-Dade tiene planificada para el jueves 17 de Enero una reunión con todos los Departamentos de Policía de las municipalidades del condado para discutir estrategias tendentes a incrementar la seguridad y métodos de respuesta para situaciones críticas en las escuelas públicas.
Es innegable la influencia que la tragedia de Newtown ha tenido en todos los ámbitos y ha llevado a considerar muchos aspectos que se daban por establecidos. Esas vidas no se habrán perdido en vano siempre que la colectividad revise a consciencia y tome responsabilidad participativa en los aspectos que, con las acciones prontas y efectivas, impedirán que nunca más ningún ciudadano se sienta inseguro en su comunidad.
